Specialist in Public Law and Regulation.

Chair (CEO) of the Board of Directors of ERSAR (since July 2022), Vice-President of WAREG (European Water Regulators) (since March 2023) and member of the Bureau of NER (Network of Economic Regulators / OECD).

Professor at Nova University of Lisbon (Faculty of Law). Teaching and research areas include Administrative Law, Administrative Procedural Law, Regulation, Public Contracts Law, Public Law Arbitration, and Urban Planning Law. Frequent speaker at national and international conferences in her field of expertise and has numerous national and international publications.

Lawyer at Linklaters LLP between 2002 and 2006 and between 2010 and 2020 (Counsel, head of the Public Law and Regulatory team), focusing her practice on advising on public and regulatory law issues related to the implementation, execution, and financing of projects and on the acquisition of companies in regulated sectors; she worked at the Paris office of Linklaters LLP in 2004. Advisor to the judges’ office of the Portuguese Constitutional Court and an arbitrator, being appointed as an arbitrator for consumer disputes related to essential public services and for disputes related to the execution of administrative contracts.
