Biography

Mrs Latorre has over 10 years of professional experience working in water law and policy, both locally and internationally. She is a qualified attorney at law in Chile and she specialized in water in the UK. In 2013, Carolina joined IWA where she currently leads the Water Policy and Regulation area of work. In her work, Carolina engages regulatory authorities in peer-to-peer dialogue and learning across regulatory functions, connecting them with other practitioners and the science and research communities to promote informed policies, effective regulation and collaborative governance. Mrs Latorre speaks Spanish, English and Turkish, with limited proficiency in Dutch.
