This case study from Karnataka, India shares the experience of a local utility, the Karnataka Urban Water Supply Improvement Project (KUWASIP) working with a private operator to address non-revenue water reduction, increased operational efficiency, and capital improvements. In the early 2000s, Karnataka’s state government set out to achieve continuous water supply in five demonstration zones in three cities. Given the complexity of the situation and the government’s desire to simultaneously address these problems, this case study is a strong example of a hybrid management contract.
