Participants at the 1st Water Management in Cold Climates conference held in Spitsbergen, Norway in 2016 proposed to continue to hold the conference regularly. Thus, the 2nd WMCC conference will be held in Harbin, China – the city where the world famous ice sculpture festival takes place.
The conference is hosted by the Harbin Institute of Technology. It is organized by the EWA- European Water Association and sponsored by the IWA- International Water Association. .
